In the TOS era, Antares class ships were mid-range survey ships.  Agile, but not outfitted for serious combat.  As the federation expanded, covering more worlds and more territory, exploring for resources was left to private enterprise, as Star Fleet shouldered the growing role of peacekeeper.  The Antares class fleet were called in for refit as frigates.

Lighter and more agile than the heavy cruisers like the constitution, the refit Antares carried almost as much  power, which was available to her four oversized turret emplacements.  The Antares was perfect for border or system patrol missions where hostile fire was more likely than diplomatic contact.
